The regular school board meeting of Independent School District 748 was called to order at 4:01 p.m. by Krista Durrwachter, chair. Members present: Durrwachter; Michelle Meyer, vice chair; Pam Raden, clerk; Mary McCabe, director; Jason Nies, director; Pat Marushin, director; Gopi Ramanathan, student representative; and Jeff Schwiebert, superintendent.
A motion was made by McCabe and seconded by Marushin to amend the agenda to remove the Action Item #3 Approve Athletic Handbook and Booster Club Guidelines.
A motion was made by Meyer and seconded by McCabe to approve the agenda as amended. All in favor. Motion carried.

Student Representative Report: Gopi Ramanathan, student
- Some members of the Sartell High School Student Council attended the National Student Council Convention in Albuquerque, N.M.
- Several students in our community are participating in Community Education programs this summer as a class participant, a volunteer or as a staff member.
- The Sabre Marching Band had another successful season.
- Fall athletics and activities programs start up next month for many of our students.
Superintendent Report: Jeff Schwiebert, superintendent
- During a meeting with the city, Pinecone Road construction was discussed and is currently on track to be done prior to the start of the school year.
- There was an article in the St. Cloud Times this past Sunday that highlighted the importance of partnerships, including two highlighted programs– Partner for Student Success and Teacher Preparation Initiative/IGNITE.
- The Minnesota School Board Association conference will be held the first week in August.
School Board Committees:
Schools for Equity in Education Meeting notes from June 22, 2015
General Education Increases: 2 percent, extended time, English learning 2 percent on the formula for each year for the next two years 2015-2016 and 2016-2017 $525 million will be the total increase.
The special session generated an extra $125 million as part of the $525 million.
Facilities Piece – there are two big gaps: Facilities and Qcomp
They put in $9.5 million in Qcomp for people who have approved plans. There are only 20 percent of districts statewide that are in alternative compensation.
Qcomp $170/kid is used in staff development – ($65 dollars x the building age index).
The Early Childhood program lost momentum due to lack of board understanding of a universal pre-k. Schools are interested in readiness and targeting kids in need and those who have barriers to learning.
District barriers are transportation and space. Parents don’t want to see 4-year-old students getting on a big bus. They are not built for them. What SEE is hearing is: let us go into pre-k where each school district thinks they can have the best impact.
Note: 70 percent of all Minnesotans are in two-income families. Also, the highest childcare cost in the country. SEE thinks it was a decent session for rural Minnesota.
What are SEE targets for next year?

- Working with Districts to get additional teacher-evaluation funding
- Career and tech – increase funding
- Formula increase
- Next step on facilities funding
Negotiations Committee Report: Teacher and paraprofessional negotiations are continuing to move along through the negotiations process.
Benton-Stearns Education District Board: There is an upcoming meeting on Wednesday. There is also an interview group that will be interviewing for an interim director.
City-School Committee: The district and city continue to discuss future facilities plans and partnerships to benefit the community.
Policy Committee: The committee is on track to complete one-third of all of the policies for the 2015-2016 school year.
Report on Activities: John Ross, activities director, provided an update on the Activities Department for the upcoming 2015-2016 school year.
Report on Community Survey: Kay Nelson, director of learning services; Jeff Schwiebert, superintendent; Kris O’Brien, director of community education; and building principals shared the results of the 2014-2015 District 748 Community Survey.

A motion was made by Raden and seconded by Nies to APPROVE RENEWAL OF MSBA MEMBERSHIP 2015-2016. All in favor. Motion carried.
A motion was made by McCabe and seconded by Marushin to APPROVE RENEWAL OF RESOURCE TRAINING MEMBERSHIP 2015-2016. All in favor. Motion carried.
A motion was made by Raden and seconded by Meyer to APPROVE SCHOOL FOR EQUITY IN EDUCATION (SEE) MEMBERSHIP. All in favor. Motion carried.
A motion was made by McCabe and seconded by Nies to APPROVE DISTRICT EMPLOYEE HANDBOOK REVISIONS. All in favor. Motion carried.
A motion was made by Nies and seconded by Marushin to APPROVE STUDENT HANDBOOKS. All in favor. Motion carried.
A motion was made by Meyer and seconded by McCabe to APPROVE THE CALL FOR BIDS FOR FOOD SERVICE EQUIPMENT. All in favor. Motion carried.
A motion was made by Meyer and seconded by Nies to APPROVE THE TEACHER PREPARATION INITIATIVE. It was unclear what was being asked to be approved. Board member withdrew motion and tabled topic until August.
A motion was made by Raden and seconded by Nies to APPROVE SUPERINTENDENT EVALUATION. All in favor. Motion carried.

NOTICE OF PUBLIC HEARING ON UPDATE ON COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING AND PROJECTS
To Whom It May Concern:
NOTICE IS HEREBY GIVEN, that the City Council of Sartell, Minn. will meet in Council Chambers of the Sartell City Hall, located at 125 Pinecone Road N., Sartell, at 6 p.m. Monday, Sept. 14, 2015, thereby dedicating a portion of their regular monthly meeting to review community development and housing projects under the current grant for home rehabilitation needs of very low and low-income persons in the Sartell community. The public hearing will include a review of the current Community Development Block Grant (CDBG) activities through the Small Cites Development Program (SCDP) with the City of Sartell. Citizens will be provided the opportunity to comment. Such persons as desire to be heard with reference to the current CDBG and SCDP funding will be heard at this meeting. Information and records regarding the current and past use of CDBG and SCDP funds will be available at the Sartell City Hall during regular business hours.

ORDINANCE NO. 15-12
AN ORDINANCE ESTABLISHING THE REZONING OF PROPERTY TO B-2 GENERAL BUSINESS
On Aug. 10, 2015, the City Council approved the rezoning designation of 300 14th Ave. E. as B-2, General Business.
A printed copy of the Ordinance and complete legal description are available for inspection by any person at the office of the City Clerk, Monday through Friday, between 7 a.m. and 4:30 p.m.
