SARTELL HIGH SCHOOL, MEDIA ROOM

The regular school board meeting of Independent School District 748 was called to order at 6 p.m. by Michelle Meyer, vice chair. Members present: Meyer; Patrick Marushin, director; Mary McCabe, director; Jason Nies, director; Pam Raden, director; and Jeff Schwiebert, superintendent. Unable to attend: Krista Durrwachter, chair.

A motion was made by McCabe and seconded by Raden to approve the agenda. All in favor. Motion carried.

A motion was made by Raden and seconded by Nies to approve consent items a-d as presented below:

Student Representative Report: Gopi Ramanathan, senior at Sartell High School

  • Cris Drais, kindergarten teacher at PME, was recognized as “Teacher of the Month” by Central Minnesota Credit Union and More FM.
  • Both PME and ORE hosted successful BINGO nights that brought out hundreds of families.
  • David Zhang, a student at SMS, placed second at the State MATHCOUNTS competition and qualified to participate on the National MATHCOUNTS team in Washington D.C. from May 7-10. The MATHCOUNTS team from SMS placed fifth at the state tournament.
  • One of the 7/8 grade SMS Academic Triathlon teams qualified for the State competition in April.
  • The SMS Spring seventh- and eighth-grade musical, Disney’s The Little Mermaid, was performed from Feb. 25-27 to a full house each show.
  • Nikki Walters, a student at SHS, participated in the All-State Women’s Choir.
  • Cami Doman and Lauren Lindmeier were elected to the Central Minnesota Association of Student Council Executive Board as president and delegate-at-large respectively.
  • Karrie Fredrickson, a social studies teacher at SHS, was recognized by the National Association of Student Councils as Minnesota’s Warren E. Shull Advisor of the Year.
  • Boys swimming and diving participated in the state meet and had great success.
  • Cole Wensel and Jordon Williams, students at SHS, participated in the State Adapted Hockey Tournament with The Slapshots, a cooperative team made up of students from St. Cloud Area schools.
  • Ham stamps from Coborn’s are being collected through March 23 at SHS to help make spring dinner baskets for families in need.
  • Student Council hosted its Funfest on Saturday, March 12, and was able to donate more than $2,000 to the Tommy Bearson Foundation.

Superintendent Report: Jeff Schwiebert, superintendent

  • In three of our partnerships, new executive director positions are in the process of being filled; Benton-Stearns Education District, the Ignite Center at St. Cloud State University and Partner for Student Success.
  • The district is also working with the St. Cloud Community and Technical College to further explore opportunities for partnerships.
  • The referendum presentations have been going well and have been heard by more than 20 groups throughout our community.

School Board Committees:

CIA Committee

  • Jennifer Richason, Rochelle Dyer and Roy Snyder presented on the KIVA project they have been utilizing within the curriculum. KIVA is a non-profit organization which supports microloans around the world in support of alleviating poverty. Students are encouraged to delve into and research a variety of aspects of the loans and share the information with their peers. In partnering with St. Cloud Federal Credit Union, and through other generous donations, some of the projects have been funded and then followed by classes.

Schools for Equity in Education Committee

  • The teacher shortage across the state and nation was discussed with ideas on how to best move forward.
  • The priorities of the governor were presented with funding for early childhood/4-year-old preschool being a top priority.

Communications Committee

  • A mailer will be going out to all households this week with information about the upcoming bond referendum.
  • An informational video is being finished and will be used for the opening of the community forums and put on the website. It will be broken into smaller pieces to push out to social media and via email.
  • Information continues to be pushed out to our local media sources in regard to the referendum.

Report on Enrollment: Schwiebert reviewed the enrollment report.

Minnesota Department of Education Positive Review of the Sartell-St. Stephen Proposed School Construction Project: Superintendent Schwiebert presented the positive review from Brenda Cassellius, commissioner at the Minnesota Department of Education.

Vote ‘YES’ Committee Presentation: Jeremy Snoberger, chair of the Choose Yes for Success group, presented information to the board including communications, community involvement and engagement opportunities. Middle School Space: Jeff Schwiebert, superintendent, provided options for staff to review in efforts to alleviate space needs to accommodate the growing population at Sartell Middle School.

CITY OF ST. STEPHEN

NOTICE OF HEARING ON PROPOSED ASSESSMENT

MAY 11, 2016

TO WHOM IT MAY CONCERN:

Notice is hereby given that the council will meet at 6:30 p.m. on Wednesday, May 11, 2016 at the council chambers for the City of St. Stephen, located at 2 Sixth Ave. SE, St. Stephen, Minn. to consider, and possibly adopt, the proposed assessment for Improvement No. 33, improving Second Street NE between CSAH 2 and the eastern termini of 2nd Street NE, and 2½ Avenue NE between 2nd Street NE and the southern termini of 2½ Avenue NE by reclaiming and paving the above streets. Adoption by the council of the proposed assessment may occur at the hearing. The following is the area proposed to be assessed: all properties abutting Second Street NE between CSAH 2 and the eastern termini of Second Street NE, and 2½ Avenue NE between Second Street NE and the southern termini of 2½ Avenue NE.

Such assessment is proposed to be payable in equal annual installments extending over a period of 10 years, the first of the installments to be payable on or before the first Monday in January 2017, and will bear interest at the rate of 4.5 percent per annum from the date of the adoption of the assessment resolution. To the first installment shall be added interest on the entire assessment from the date of the assessment resolution until Dec. 31, 2017. To each subsequent installment when due shall be added interest for one year on all unpaid installments.

You may at any time prior to certification of the assessment to the county auditor, pay the entire assessment on such property, with interest accrued to the date of payment, to the City of St. Stephen. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. You may at any time thereafter, pay to the Stearns County Auditor the entire amount of the assessment remaining unpaid, with interest accrued to Dec. 31 of the year in which such payment is made. Such payment must be made before Nov. 15 or interest will be charged through Dec. 31 of the succeeding year. If you decide not to prepay the assessment before the date given above, the rate of interest that will apply is 4.5 percent per year. The right to partially prepay the assessment according to the City’s Assessment Policy is available.

The proposed assessment roll is on file for public inspection at the city clerk’s office. The total amount of the proposed assessment is $97,181.16. Written or oral objections will be considered at the meeting. No appeal to district court may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable.

Under Minn. Stat. §§ 435.193 to 435.195 and the City’s Special Assessment Policy, the council may, in its discretion, defer the payment of this special assessment for any homestead property owned by a person 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law and the City’s Special Assessment Policy, all amounts accumulated plus applicable interest become due. Any assessed property owner meeting the requirements of this law and the City’s Special Assessment Policy, may, within 30 days of the confirmation of the assessment, apply to the city clerk for the prescribed form for such deferral of payment of this special assessment on his/her property.

An owner may appeal an assessment to district court pursuant to Minn. Stat. § 429.081 by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within 10 days after service upon the mayor or clerk.

IMPORTANT INFORMATION REGARDING PROPERTY ASSESSMENTS

Re:  2017 Property Taxes

The Board of Appeal and Equalization for St. Stephen will meet from 6:30-7 p.m. Tuesday, May 3 at the
St. Stephen City Hall. The purpose of this meeting is to determine whether property in the
jurisdiction has been properly valued and classified by the assessor.

If you believe the value or classification of your property is incorrect, please contact your
assessor’s office to discuss your concerns. If you disagree with the valuation and classification
after discussing it with your assessor, you may appear before the local board of appeal and
equalization. The board will review your assessments and may make corrections as needed.
Generally, you must appeal to the local board before appealing to the county board of appeal
and equalization.
