The regular school board meeting of Independent School District 748 was called to order at 6:30 p.m. by Chair Patrick Marushin. Members present: Marushin, chair; Matt Moehrle, vice chair; Jeremy Snoberger, clerk; Tricia Meling, treasurer; Amanda Byrd, director; Jason Nies, director; and Dr. Jeff Ridlehoover, superintendent. Members absent: none.
A motion was made by Snoberger and seconded by Nies to APPROVE THE AGENDA AS PRESENTED. All in favor. Motion carried.
During the public comment opportunity five members of the community addressed the School Board. Peter, resident, spoke on the topics of school policies, school decisions and COVID issues; Steve, parent and community member, spoke on the topic of equity; Troy, parent, resident and business owner, spoke regarding frustration about the board’s focus “Equity in Education” while failing to meaningfully address the bullying issues; Chris, tax payer, spoke regarding the public forum changes; Kelsey, parent, spoke on the topic of the equity committee.
A motion was made by Meling and seconded by Moehrle to APPROVE CONSENT ITEMS A.4.a-A.4.g AS PRESENTED BELOW. All in favor. Motion carried.

Student Representative Report: Kate Ellis
- Ellis reported Oak Ridge students are excited to participate in their year-end field trips. Students celebrated “Big Truck Night,” where families got to view numerous machinery and trucks from local community businesses and members. Pine Meadow students are preparing to transition to their new grade for next year, as second-grade students were able to tour Riverview Intermediate. Students are also excited for the year-end field trips, along with celebration with their music in our schools concerts and “Our Time to Shine” art shows. Riverview Intermediate fifth-grade students were able to tour Sartell Middle School and held their book fair alongside their annual choir and band concerts. The annual Riverview family picnic will be held on Thursday. Sartell Middle School students are very excited for the annual kickball tournament and are currently having their band and choir concerts. Eighth-grade students also had a chance to tour the high school. The Sartell High School band concert is tonight and the choir concert is next week. This week students are celebrating “Spring Week” with numerous events, including a medallion hunt. Prom will be this Saturday, followed by Senior Award Night on May 25. The next week will be “Senior Week” as seniors close out the year and prepare for graduation on June 4, which is followed by the all-night grad party.
Superintendent Report:
- Ridlehoover reported on happenings around the district. After the occurrences of the last two years things in the District feel and look relatively normal. Reiterating topics covered under Student Representative Ellis’s report Ridlehoover added the musical “Tuck Everlasting” performed by the high school was incredible. May 11 was spring signing day for student college athletes, with the District having 16 students committing. The state patrol presented the dangers of drinking and driving for students prior to prom. The District will host the section track-and-field meet and graduation for seniors will be on June 4. Sartell Middle school had one sixth-grade student qualify for one of nine spots in the National History Bee. The Oak Ridge Principal position as been filled by Julia Bjerke. She was chosen to lead the building from an excellent pool of candidates. The past month Ridlehoover was able to attend the CLC quarterly meeting, SEE meeting and Benton-Stearns Education District board meeting along with meeting with local mental-health and suicide-prevention leaders.
Educational Equity and Student Experience Committee Report:
- Superintendent Ridlehoover provided an update on the committee’s progress and process the committee is going through.
District 748 Reading-Well-by-Third-Grade Plan Report:
- Curriculum Coordinator Dr. Megan Rogholt presented the District 748 Reading-Well-by-Third-Grade Plan for 2022-2023.
District Finance Report:
- Superintendent Ridlehoover provided an update on district finances.
School Board Committee Report:
- Vice Chair Moehrle reported on the SEE meeting he attended with Ridlehoover. Topics of this legislative session include potential property-tax relief and the special education cross-subsidy.
- Director Byrd reported on the Curriculum meeting she attended at the high school. Topics included the Habitat for Humanity home tour and a jazz band presentation.
- Chair Marushin reported on the Special Education Advisory Council meeting he attended at Benton-Stearns. Topics included the different levels of programming and the new Grafton Integrated Health Network children’s treatment facility in Cold Spring.
A motion was made by Snoberger and seconded by Nies TO APPROVE SARTELL PRINCIPAL ASSOCIATION 2021/22-2022/23 CONTRACT. All in favor. Motion carried.

A motion was made by Meling and seconded by Byrd TO APPROVE THE 2022-2023 DISTRICT 748 LITERACY READING-WELL-BY-THIRD-GRADE PLAN. All in favor. Motion carried.
A motion was made by Moehrle and seconded by Byrd TO APPROVE REVISIONS TO POLICIES 211, 414, 503, 507, 510, 513 AND 515. All in favor. Motion carried.
A motion was made by Snoberger and seconded by Moehrle to APPROVE THE RESOLUTIONS TO NON-RENEW THE PROBATIONARY CONTRACTS AS PRESENTED FOR RIANE BEEBE, GRETCHEN GRUNZKE, COURTNEY MURRAY AND MELISSA ROTHSTEIN. On a roll-call vote, the following voted in favor: Nies, Moehrle, Byrd, Marushin, Meling and Snoberger. The following voted against: none. Motion carried 6-0.
