The regular school board meeting of Independent School District 748 was called to order at 6 p.m. by Chair Patrick Marushin. Members present: Marushin; Jeremy Snoberger, clerk; Tricia Meling, treasurer; Matt Moehrle, vice chair; Jason Nies, director; Amanda Byrd, director and Dr. Jeff Ridlehoover, superintendent. Members absent: None
A motion was made by Moehrle and seconded by Nies to APPROVE THE AGENDA with one amendment. Add item #5 under discussion – School Board Primary Elections. All in favor. Motion carried.
The Truth in Taxation public hearing for the proposed 2022 payable 2023 levy.
Business Manager Joseph Prom reviewed the 2022 payable 2023 levy materials including the 2022-2023 budget, types of levies and property tax calculations.
During the public comment opportunity one member of the community addressed the school board. Bennett, a student, spoke on the topic of the incredible work the board has done.
A motion was made by Snoberger and seconded by Meling to APPROVE CONSENT ITEMS B.4.a – B.4.e AS PRESENTED BELOW. All in favor. Motion carried.

ISD748 Sabre Star Report:
• Angela Safran, Sartell Middle School principal, presented Bahaa Kadhem, custodian, with the December SABRE Star Award.
School Board Student Representative Report:
• High School Student and Student Board Representative Benjamin Thompson reported on the exciting things happening around the district.
Superintendent Report:
• Superintendent Ridlehoover reported on happenings around the district. He started his report by summarizing that 2022 has been an amazing year here at Sartell-St. Stephen Schools and shared a few highlights. These highlights included the annual music in December concerts across all sites. At Riverview Intermediate School students shared their artwork related to Displays of Gratitude. Four SHS orchestra students recently participated in the Concordia Honors Strings festival.
The ever popular SMS Holiday Café, hosted by our talented special-education students, was held on Dec. 16. Youth Frontiers Courage Retreat occurred in late November in which the feedback was incredibly positive. Instructional coaches engaged in district wide professional development. Several administrators continued their professional development with colleagues from both Osseo and Wayzata school districts. Superintendent Ridlehoover provided school site tours to our school board-elect members and he also attended the monthly SEE Board Meeting, the United Way Partner for Student Success Board meeting and the December meeting of the Sartell Chamber.
The Student Data Specialist position at DSC has been filled. It’s exciting to know families will now have a “one-stop shop” for enrolling students. With cancellations of a couple snow days it’s likely we will need to make these days up, but no decision has been made yet. Superintendent Ridlehoover and Board Vice Chair Matt Moehrle took a few moments to express their gratitude to outgoing board members: Patrick Marushin, Jeremy Snoberger and Amanda Byrd.
District Finance Report:
• Business Manager Joe Prom shared current finance and budget information.
School Board Committee Report:
• Matt Moehrle – Policy Committee. Ten policies were annual and the rest were reviews or revisions.
School Board Member Recognition of Service Report:
• Superintendent Ridlehoover presented outgoing school board members Marushin, Snoberger and Byrd with Years of Service plaques. We thank you for your dedication, time and service to our school community.

A motion was made by Snoberger and seconded by Nies to APPROVE CALL FOR BIDS FOR OUTDOOR LIGHTING. All in favor. Motion carried.
A motion was made by Moehrle and seconded by Nies to APPROVE ARENA LEASE AGREEMENT. All in favor. Motion carried.
A motion was made by Nies and seconded by Snoberger to APPROVE 2022 PAYABLE 2023 PROPERTY TAX LEVY. All in favor. Motion carried.
A motion was made by Moehrle and seconded by Nies to APPROVE 2022-2023 SENIORITY LISTS. All in favor. Motion carried.

• School Board Primary Elections. Nine districts in the state of Minnesota have a primary. Couple drawbacks is an earlier filing date and additional costs due to longer campaign. Depending on the election situation, the range of costs could be anywhere from $2,500/$3,000 or upwards of $7,000/$10,000.
Committee Assignments were reviewed.
