Aug. 1
2:17 p.m. Speed trailer moved. College Avenue S./Callaway Street E. A speed trailer was set up on the west side of the road to monitor traffic in a 30-mph zone. Trailer was set up and tested, all appeared to be working properly.
Aug. 3
9:15 p.m. Injured pet. CR 133. Officers were dispatched to a dog complaint. Caller reported he had located a dog who was hit by a vehicle, injured and wouldn’t let anyone close to it. An officer responded and located the caller and the injured dog. The dog was severely injured and lying in a ditch. Officer started checking addresses for the owner and discovered the owner. Dog owner responded to the scene and police determined the dog was now deceased. Owner loaded the deceased dog in his truck. The dog was a brown-and-black rescue dog which had a purple collar on.
Aug. 4
8 p.m. Driving complaint. CR 2/287th Street. A vehicle heading northbound into St. Joseph was reported crossing the center line and fog lane. The officer located the vehicle and stopped it, made contact with the driver who said there was one point he may have been driving unusual but he denied being on his phone. The officer did not observe any signs of impairment, so driver was released.
Aug. 6
9:53 a.m. Abandoned vehicle. CR 121/Cayley Court. While on patrol, an officer observed a vehicle with its hazards on. The rear passenger tire was torn off the wheel. The vehicle was unoccupied with no one around. Vehicle is far enough off the road not to cause any issues.
Aug. 7
7:50 p.m. Fire. Baker Street E. Woman said she had a grease fire and put the pan in the water to put it out and it went poof and spread onto the wall. Charred a bunch of stuff around. The woman was OK, small burn on the wrist. Advised safety with grease fires. Had fire department respond due to heat exposure on the back side of the wall.
Aug. 8
1:30 p.m. Harassment. Ash Street W. An officer was dispatched to a harassment complaint at the St. Joseph post office. The caller stated they had to inform the suspect of a new no-backing policy and told him he had to move his mailbox. The suspect became upset and got into the face of the caller. The suspect also caused issues and yelled in the post office. The suspect went there yesterday to see the caller but she was gone. The suspect told another employee he would be back. The officer tried calling the suspect but no answer. Went to his address but another man said the suspect wasn’t there. Police told the post office how to trespass the suspect if they so choose.
Aug. 10
8:47 p.m. Minnesota Street E. An officer was dispatched to a behavorial health call at the Rodeway Inn. Caller stated there are people assaulting him with X-ray machines. There was a similar call this morning as well as previous behavioral health calls. When trying to get further info from the man like descriptions, he stated the officer was incompetent and was not taking his complaint against national security serious. Caller then said the officer was being assaulted by energy weapons and hung up. Caller called dispatch back but hung up on them. Then caller called back and when the officer asked if the people assaulting him were there, he became upset and called the officer an asshole before hanging up. The officer met with caller again who stated he should have a combat helmet coated in silver spray to protect him from X-rays. Caller stated he could hear voices from the reserve center talking about his ex wife. Interaction was calm. The officer advised the man he needed to leave the property which he did. After that, man answered the officer’s second phone call asking if he was the officer who said he was talking to Iraquis. The officer advised caller he can’t keep calling unless its an emergency but he laughed saying it’s a national security threat. At shift change, the officer was briefed from a sergeant on a behavioral-health complaint he had dealt with all day. While in his office, the officer observed same caller in their government center parking lot. Caller wanted police reports and data request forms; he was provided with a business card with an ICR number on it and officer informed caller he would have to contact records on Monday. Caller also made odd comments about terrorism and being assaulted. The officer offered to transport caller to the hospital and told him they have resources for him there. Caller said he has been assaulted there. Caller also wanted the written trespass request from the Roadway Inn. The officer informed caller there wasn’t one, but told the man earlier the owner did ask to tell him to leave. After a conversation, caller ultimately walked away. Records show caller has been previously involved in several behavioral-health complaints in the area. At approximately 8:40 p.m., came caller called and requested to meet the officer at the government center. Upon arrival, caller showed officer how to use two hotel cups to pour liquid into a 40-ounce beer bottle. Caller ended up asking the officer to transport him to the Econolodge in Waite Park. A Waite Park officer came to their location and the officer briefed him on their involvement with the man. The officer responded back to St. Joseph and observed man left a hand-written note on the garbage can outside the government center. He took photos of the note. The note indicated officers allowed people to assault him and refused to examine stuff he brought to them. No further action unless new information received.
Aug. 11
4:52 p.m. Medical. Old Highway 52. Caller said 10-month-old son who had been choking. Made contact with the child who was being held by his mom. Infant appeared to be breathing normal and was not showing signs of distress. Mother said child had been on the floor and started choking so she grabbed him and shook him a little. Abshiro stated she believed the object the child was choking on went down. St. Joseph rescue checked vitals and they appeared to be in the normal range. The mother decided not to transport her son to the hospital.
