CONDITIONAL-USE PERMIT APPLICATION OF J.R. FERCHE, INC. TO CONSIDER THE APPLICATION FOR A CONDITIONAL- USE PERMIT TO REMOVE NATURAL RESOURCES (SAND) FOR A ROAD PROJECT AND CREATE A SCENIC WILDLIFE POND AT 823 SIXTH AVE. SE, ST. STEPHEN, MINNESOTA. THE PROPERTY IS ZONED FR-FARM RESIDENCE.
